PROFESSIONAL BACKGROUND

Jim Frey has thirty years of expertise in recycling and waste management program development both as public services and private enterprises. Mr. Frey began his career growing non-profit recycling programs from start-ups to full-scale municipal collection services and MRF operations. Since 1986, Jim has turned his attention to clients and developing their resource recovery capability. Mr. Frey has developed and managed numerous projects dealing with material recovery and solid waste management systems, recycling based manufacturing and market development initiatives, and business-industrial environmental management programs. Mr. Frey is involved in project negotiations that bring key stakeholders representing both public and private sectors interests as they build long-term partnerships. These groundbreaking initiatives have included creating multi-jurisdictional program consortiums and authorities; procurement of long-term public/private partnerships for solid waste handling and material recovery systems; negotiation of solid waste disposal surcharges, mandatory recycling requirements and disposal bans; facilitating adoption of recycling legislation and ordinances; facilitating development of corporate waste reduction and recycling policies; and providing and delivering training as part of executive level leadership development and technology transfer initiatives. Project work includes: Public Works, Authorities and Districts: Solid Waste and Recycling Systems Planning and Implementation for many of the region’s award winning and highest performing resource recovery programs, and Bondholder Lawsuit Due Diligence Analysis: Analysis for Bondholder Lawsuit covering pricing, capacity and supply projections for solid waste resource recovery projects of a Detroit area solid waste authority.

EDUCATION
Mr. Frey has spread his “resource recycling systems” development expertise as an instructor for Environmental Entrepreneurship for the University Of Michigan Business School’s Corporate Environmental Management Program and as presenter at conferences and seminars on the development of recycling infrastructure, the role of the public and private sectors, industrial waste minimization and solid waste management planning and procurement.
